Teamet udviklet en varieret fortætningsplan for 10.000 nye boliger. Åtte nye, karakterfulde og lokaltilpassede nabolag nedfældede sig, i og rundt eksisterende bykvarterer. Samlet fik byen således en varieret bystruktur som reflekterede og optog Hønefoss sine særegne kvaliteter, med en rig kulturhistorie, klimatiske forhold, ny blå-grøn struktur samt en udfordrende flom problematik.
